AS PROJECT COORDINATOR
Thursday, January 13, 2005 — Great Falls, MT
Long-time Florida rider, racer,
and OHV activist brings his
vast experience
to the national level.
Jack Terrell of Auburndale, Florida recently was hired by the National
Off-Highway Vehicle Conservation Council (NOHVCC) as Project Coordinator.
His position will compliment Senior Project Coordinator Dana Bell of
Long Beach, California. Terrell has a long history of volunteer OHV activism
in the Sunshine State at both the recreational and racing levels. Jack
has also been heavily involved with NOHVCC as a State Representative
and Alternate since 1994, and has served on the NOHVCC Board of Directors
since 1997.
Terrell's riding and racing days date back to 1960, which eventually
led to his formation of a local OHV club in 1977. Since then Jack has
been in involved in the leadership of local clubs, the Florida Trail
Riders (FTR) and the state OHV organization. In 1998 he became the FTR
Land Use Chairman after spending nearly two decades working with federal,
state and private land managers.
"I'm really excited about joining the NOHVCC staff," reports Jack who
jumped in headfirst by assisting with a NOHVCC New Jersey Association
Development Workshop just days after getting the nod for the position. "I've
already been with the organization as a volunteer for over 10 years and
have enjoyed watching the tremendous progress NOHVCC has been making.
And now I get to take everything that I've learned at the local and state-wide
level and put it to use at the national level."
Terrell adds, "The Workshop experience was very instructive as I got
a chance to see how everything works behind the scenes with NOHVCC. I'm
really looking forward to my new expanded role in an organization that
I really believe in."
LAND-USE HIGHLIGHTS
Some of the highlights of Jack's previous land-use work include organizing
and leading a multi-year effort with the Florida Department of Environmental
Protection (DEP), Division of Recreation and Parks, and Office of Park
Planning to include motorized recreation in the Statewide Comprehensive
Outdoor Recreation Plan (SCORP). He also worked with Florida DEP and
the Office of Greenways and Trails (OGT) to include motorized recreation
in recreation plans and programs. Terrell served on the OGT advisory
committee that advises Florida DEP on rules and policies for Recreation
Trail Program projects and has worked with the Florida Division of Forestry
on various motorized recreation issues since 1977.
In 1997 he organized and led a five-year lobbying effort that resulted
in the 2001 enactment of Florida OHV Safety and Recreation Act. Jack
was then appointed to, and currently serves as chairman of the OHV Recreation
Program Advisory Committee that advises Florida Division of Forestry
on the management of the Florida OHV Recreation Program. Terrell also

Industry Council (MIC) attorney on legislative issues and is widely recognized
as a motorized recreation spokesperson and expert by state and federal
agencies in Florida.
