Hare Scrambles Committee Meeting MinutesThe meeting was called to order on January 13, 2007 at 7:08pmOfficers:Chairman — Joe Steidl — present Clubs:Apollo MC The minutes from the meeting held on October 21, 2006 were accepted as read. Old Business1) George Pollard and Joe Steidl had presented a proposal making Spark Arrestors mandatory for HS. The two main reasons for this proposal are the obvious issue of fire prevention, and as an aid in reducing sound output. The proposal changes Chapter VI, A. HS general rules to change #’s 6-13 to 7-14 and add a new item #6. It will state” All competition vehicles, excluding Peewee Classes, shall be required to have working Spark Arrestor(s), with United States Forestry Service (USFS) stamp, and as determined by rod test.” The proposal had been deemed appropriate to be printed in the magazine for membership consideration. It has been published in the Magazine, and this was the second vote. The motion- Passed. Pending BOD ratification, it will be effective as of the start of the 07/08 season. 2)Rider Justin Garner (AA #367) had petitioned the Committee to lower to the A Division, stating he was not competitive. He had raced HS 2 in A Open and had been disqualified. The Committee ruled that there was not enough current data to make a decision. It is required by the Rulebook that 3 races in the upper division must be raced before a petition can be evaluated. The petition was tabled until this HSC meeting. Justin was not present, so the petition was dismissed. New Business1) Rider Eric Kelly presented a protest on Race 1 scoring in the Super
Sr C Class. The proposal stated that rider Andy Bishop was scored for
3 laps, but only raced 2 laps. This protest was discussed, and it was
determined to be valid. 2) Rider Glen Gardner (rider #288B) presented a protest of his disqualification at Myaaca City for missing a double green arrow. He submitted photo evidence that there was another 288 (c) on the course at the same time. The two rider/bikes were almost identical, and Glen asserts he did not miss the double green, .The protest was discussed. As it turned out, major factor was that the written report from the course worker clearly stated 288B. The disqualification was upheld. The Committee wants to make it very clear that we in no way, shape, or form think of Glen as a “cheater”. His value and standing as a FTR member was clearly acknowledged. 3) Joe Steidl presents, for George Pollard, a proposal to aid in the
congestion of the Saturday race schedule. On several occasions races
have had to be delayed. The major problem was identified as a lack of
time to reset the scoring equipment between the Peewee and Mini races This proposal changes that to Race 1–Peewee c 11-11:15 This gives us the necessary one half hour period for scoring reset. The motion was considered worthy of member consideration. It will be published in the Magazine, and voted on as a rule change at the next meeting. 4) Steve Hewitt presents a proposal that would allow 150 four strokes in the mini classes. His stated reason for the proposal is a possible/probable future lack of 2 stroke race bikes in those classes, like what happened in the Junior classes. The motion was discussed. Some questions were raised about the proposal, and since Steve was not present to answer these questions, the proposal was tabled until the next meeting. 5) Mike Preslar presents a proposal that affects several sections of the Rulebook: Due to dwindling entries in the Hare Scrambles Quad classes, the advent
of a new Quad Scrambles Series devoted entirely to Quad racing, the overwhelming
need to open up time between the overcrowded Saturday race format, and
the desire expressed by members for additional support classes I would
like to propose these rule changes; The result of the proposal would be the removal of all quad classes from the Hare Scrambles Series. Also, the 3 peewee races would change from 11 am to noon, the Mini Race stays at 12:30-2:00, and the Jr, /Beginner/Vintage/Evo race moves from 2:00 to 2:30. The motion was discussed, and that discussion was lively. Various pros
and cons were listed. It was determined this matter will require much
debate to resolve. However, the purpose of the first Committee vote is
not to pass the Rule, but to judge the proposal to be correctly written
and appropriate to be considered by the membership. It was deemed appropriate,
will be published in the Magazine, and voted on at the next HS Committee
meeting. 6) The general topic of Worked Runs was discussed. The Committee wants to inquire if any member would like to draft a proposal to adjust the WR format, to bring in more workers. For example, making a WR mandatory was suggested. 7) The Chairman announced that the Referee, Scorekeeper, and he will
be conferring on advancement. A motion to adjourn was accepted. The meeting adjourned at 8:46pm And, another Note From The Hare Chair…As you have read in the minutes written above, a proposal has been presented that would remove all quad classes from the Hare Scrambles Series. If it passes the vote at the next meeting, it would be effective at the beginning of next season. This has been a very emotionally charged subject, for several years, and we all have our opinions. For the record, mine is to oppose this proposal. I believe it’s wrong to “legislate” away the rights of a significant number of FTR members. I would not be happy if the organization I belong to told me they were taking away 14 chances for me to race per season. If even a single member’s rights are affected, I feel we better have a very good reason to do it. I’m also concerned about the timing. At the very time we are trying to have our Quad Series grow, this proposal will be perceived as a lack of support. Now, the last paragraph was purely my opinion. FTR is purposely designed, and wisely, so that one person alone can NOT bring sweeping rules changes in being, or defeat them. It is a wise and conservative system that has served FTR well for many years now. Now is a time for many to see it in action. The next meeting is 3/24/07 at 7pm, at signup. You, each of you, have a chance to directly effect the turn out of this proposal. You can do that simply by attending the meeting, and stating your opinion. Let me tell you, a bunch of people present at the meeting will have a big effect on The Committee. We are, after all, trying to do what is best for the majority. Apathy is your greatest enemy. There is one last thing I need to emphasize very strongly. That is to leave any animosity and person attacks at home. The presenter of this proposal is a long time and very valued member of FTR. Plus, he has the absolute right to present what he thinks is right for FTR, like we all do. At this meeting, the ISSUE will be resolved. |
