Quad Scrambles Committee Meeting Minutes

January 27th, 2007

The Quad Scrambles Competition Committee held a meeting at SQRA’s Clay Gully Stampede Quad Scramble January 27th, 2007 at 7:10pm.

15 Members make up the Committee, 11 were present. The Chairman determined a quorum was present.

I. Old Business

The following summarized proposals were voted on and passed at the December meeting, were published in the January FTR magazine and are presented for the second time. Please refer to the January magazine for the full version of any proposals in Old Business. All proposals passing the Committee for the second time will be presented to the Board of Directors for final approval. Upon ratification of the BOD, the changes will take place for the 2007-2008 Season.

A proposal was submitted to require Mandatory spark arrestors for fire safety and reduction of sound. The following will be included in the rulebook in the indicated area.

1. All Quads are required to have a spark arrestor. Spark arrestor testing will be done at the starting line with a rod test.

Mark Hammond motioned that we accept the proposal, Wanda seconded.
The proposal passed by unanimous vote.

A proposal was submitted to change the referencing in the rulebook regarding promotional points in the QS.

Promotional points standards are currently indicated with a reference to the HS section of the rule book. It starts with an incorrect page number, which will constantly be changing with the rules each season. Furthermore, advancement points regarding the Quad Series may differ in the future from Hare Scrambles. It is proposed to place a copy of the Rider Advancement Rules in the QS portion of the Rulebook.

Josh motioned that we accept the proposal, Theresa seconded, the proposal passed by unanimous vote.

A proposal was submitted to set guidelines regarding what classifies a “Utility Quad”.
This rule would ensure that a Utility Quad must come from the factory originally equipped with a rack.

Theresa motioned that we accept the proposal, Brian seconded. The proposal passed by unanimous vote.

A proposal was submitted to require the Pee Wee, Super Pee Wee , Youth, Mini, and Junior classes to have a matching frame and case combination. The purpose of this proposed rule change is to ensure the safety and fairness to all riders in their respective classes. The FTR Motocross Series as well as other off-road racing venues currently have this rule in effect for their youth quad classes.

Dan motioned that we accept the proposal, Josh seconded. The proposal passed by unanimous vote.
A proposal was submitted to put a 200 cc limit on two strokes in the QS Junior class.

Wanda motioned that we accept the proposal Paul seconded, the proposal passed by unanimous vote.

A proposal was submitted to include the Super Peewee classes in using a running engine start along with the Peewee’s. Currently the Super Peewee class runs a dead engine start, and it has been very difficult for the riders that have a kick or pull start quad. This rule change would eliminate the need for rider assistance at the start of the race.

Paul motioned to accept the proposal, Mark seconded, the proposal passed unanimously.

A proposal was submitted to divide the Super Peewee class into A and B divisions. The Super Pee Wee class ranges from 6-11 years and 51-90 cc’s. There is currently a rapid increase of riders in this class, as many as 13 as of the third race of this season vs. two last season. If this growth trend continues throughout this season and next, safety becomes a concern. It should also be noted that the age group of these riders as well as the cc levels is quite broad, as is rider ability within this particular class.

Alice motioned to accept the proposal, Brian seconded. The proposal passed by unanimous vote.

A proposal was submitted to combine the A 0-400 and A Open classes. In the A 0-400 class last season one rider raced two races, and this season we have had 2 entrants, one of which is on a Honda 250 R. Typically A level riders are not on lower level cc machines. Lack of foreseeable growth in this class makes it a wasted space in our schedule that could otherwise be filled.

Mark motioned that we accept the proposal, Wanda seconded. The proposal passed by unanimous vote.

A proposal was submitted regarding riders dropping down a class.
The rule as stated has no details regarding other classes. For example Beginner riders cannot ride in the beginner class if they have already raced in the C class in the other series, because those series do not offer beginner classes for Quads.

Alice motioned to accept the proposal, Paul seconded. The proposal passed by unanimous vote.

A proposal was submitted to Change the 0-400 and Open C and B classes to:
C 16-24 /C 25+ and B 16-24 / C 25+
After much discussion, it was decided that this would not be beneficial to the riders.

Alice motioned to accept the proposal, Paul seconded.
Eight opposing votes caused the proposal to fail.

A proposal was submitted to change the Vet class to A, and add a Vet B and C to the schedule.
The idea of this proposal would be to help balance out the B Open and C 0-400 and C Open classes

Mark motioned to accept the proposal, Theresa seconded. The proposal passed by unanimous vote.

II. New Business

Lowering the age for the Vet classes and giving it a new name
This proposal is designed to relieve the C, B, A, and AA classes due to the fact that the majority of the Quad riders are younger in age in comparison to the riders in HS (for example). This proposal will change all Vet classes in the QS to +30, 0-Open cc’s.

Splitting the Women’s class into A and B divisions
This change will encourage the Women who may be considering racing but aren’t skilled enough to compete against the more experienced female racers. Although the current Women’s class is not entirely large, the opportunity for growth would be more likely for entry level Women riders if the competition were more balanced.
