Notes From The Hare Chair… Hare Scrambles Committee Meeting MinutesThe meeting was called to order on 5/12/07, time-7:30pmOfficers- Clubs- Old Business-1) Steve Hewett had previously presented a proposal that would allow 150 four strokes in the mini classes. His stated reason for the proposal is a possible/probable future lack of 2 stroke race bikes in those classes, like what happened in the Junior classes. The motion had been discussed, and printed in the magazine.. However, Chapter vIII, d6 prohibits normal rule changes after the sanction meeting. The motion was tabled until the first race of next season, where it will be voted on as a rule change. 2) Sam Mento and Mark Borderlon has proposed to formation of Evolution C Class. It had been discussed at the previous meeting, and deem worthy of consideration by the membership. It has been published in the magazine. However, like item #1, it must be tabled until next season, where it will be voted in as a rule change. 3) Advancement Rule Proposal- Chapter VII section c2 reads in part “When a total of 45 advancement points...” Change to “For all lowest division classes (Ex: Specialty and Displacement C Classes, Junior B, Mini c, etc), with the exception of the Women’s and Peewee Classes, when 25 advancement points are accrued, the rider is promoted to the next higher division. For all other classes, the advancement point is at 45 points.” This had been previously discussed to aid advancement from larger lower divisions to smaller middle divisions. As the Rulebook allows the Hare Scrambles Committee to adjust the scoring system at any time, this could be addressed at this meeting. The Committee voted to implement this change. Though the change takes immediate effect, it will be enacted at the start of next season. New Business-1) Emergency Rule Change- Change Chapter VI, section A #2-14 to 3-15, and add a new #2, which reads: In Hare Scrambles, there shall be two additional officers. A)The Rider Safety Coordinator, whose duty is to advise the HS Referee on matters of rider safety. B)The Associate Hare Scrambles Referee, who is the primary assistant to the HS Referee .The Associate Referee’s primary duties, will involve pit area safety and sound/tech inspection. The Associate Referee will coordinate with the Clubs regarding providing manpower for these functions, and supervise these functions at the event. The Associate Referee has the authority to disqualify riders. Final authority on disqualification remains with the Hare Scrambles Referee. If the Hares Scrambles Referee cannot be present at the event, then the Associate Referee will serve as the Acting Hare Scrambles Referee. Also, Chapter VI, c7 reads in part “by a majority vote of the 3 following people…” Change to” by a majority vote of any 3 of the 4 following people…”, and add “d) Associate Referee” 2) Rider Joe Steidl presented a protest on his disqualification at the Benefit Hare Scramble. The reporting assistant referee, Bill Drymon reported that after receiving further information on the DQ, that he was reversing his request for the dq. However, the Committee voted that since he was not present during the protest period, even though performing FTR duties (pit patrolling), and the dq should stand. This illustrates the importance the Committee places on riders presenting protests during the normal Protest Period, which is one half hour after the scores are posted.
