Hare Scrambles Committee Meeting Minutes

September 15, 2007

The meeting was called to order at 7:00pm

Old Business:

1) Steve Hewitt had previously presented a proposal that would allow 150 four strokes in the Mini classes. His stated reason for the proposal is a possible/probable future lack of 2 stroke race bikes in those classes, like what happened in the Junior classes. The motion had been discussed and printed in the magazine.

The proposal changes Chapter III, D1 which states in part” Mini A, B-0-85cc, 17-19 wheels”, and” Mini C 0-85cc, 17 inch wheels”. Change to: Mini A,B 0-85 cc two stroke, 86-150cc four stroke, 17-19” wheels and Mini C 0-85cc two stroke, 86-150 cc 4 stroke, 17 inch wheels. Also change Chapter III, K6 from “0-85cc, Mini A, B, C” to” 0-85 cc two stroke, 86-150cc 4 stroke”

The proposal passed, to be effective at the start of the 08/09 season, pending BOD approval

2) Sam Mento and Mark Borderlon had previously proposed to form an Evolution C Class. It had been discussed at the previous meeting and deemed worthy of consideration by the membership. It has been published in the magazine. This proposal changes Chapter III, D1 which reads in part” Evolution (A,B)” to “Evolution (A,B,C)” . It also changes Chapter VI C2, which states in part Race 5, Row 1 - Evolution A, Row 4 - Evolution B, Row 5 - Vintage” To “Row 5 - Evolution C, Vintage. It also changes Chapter VIII, B3 which states in part “Evolution A, B, yellow A, B” To “Evolution A, B, & C, yellow A,B,C”

The motion failed.

New Business:

1) Chapter III, section J3 states that, upon a two thirds majority vote of the Committee that a rider can have their membership suspended for a period of one year if guilty of several actions. One such action is “d) Entering an event under a false name or in a lower division.” A rider was caught doing that at HS #1. The Committee discussed the matter, and voted to suspend the rider’s membership. That rider will be notified.

2) Due to a paperwork mix up, the River City Dirt Riders sanction request for their 07/08 season HS was not submitted to the HSC at last season’s HS Sanction meeting. It was submitted to the Quad Committee. The Committee must therefore vote to accept that sanction. The date was approved.

3) Chapter VII D6 states in part “All rules…and then voted on and passed prior to the HS Sanction meeting”. In two cases last season, proposals could not be voted on as their second vote would have occurred after the sanction meeting.
The Chairman proposes that this be changed to “and voted on and passed at any time as long as the requirements of Article XIV, Section F can be met” (publication and approval by the Board of Directors). The motion was discussed, and deemed worthy of membership consideration. It will be printed in the magazine and voted on at the next meeting.

4) A proposal was made to create a Specialty AA class for AA riders over 35 to be run with the AA class. AA riders can race either class, or petition the Hare Scramble Committee to drop to A division. Rulebook sections affected are:

Chapter III , section D1 - after AA Expert/Pro 13/Above, add Specialty AA 35/Above
Chapter III, section K6 - after AA, add Specialty AA
Chapter VI, section A10 - change “Any rider holding a pro…is required to ride the AA class” Change to:” Any rider holding a pro motocross license (including a Pro-am) is required to ride the AA or Specialty AA class.
Chapter VI, section C1 - Sunday Race 2, Row 1 - add Specialty AA

5) A proposal was made to adjust the Advancement system so that riders could advance to the AA class.

Change Chapter VII, section A8 from “Any rider that “Overall High Points” a race…” To “Any rider that “Overall High Points” a race, or earns 45 Advancement Points in the A Division, will be promoted to the AA Class, effective the next race”

Items 4 and 5, were discussed, and then tabled, to be considered at a later date.

6) A proposal was made to clarify how many Worked Run Points are transferred when a rider advances during a season. The proposal is to allow the full value of any Worked Run points earned.

Chapter VII, section B10 reads in part “90% of their earned points to the class they move to.” Add “100% of any Worked Run points are transferred.”

The proposal was discussed, and it was deemed not worthy of consideration at this time

7) This is not a Rule Book issue, but the fact that the Saturday Riders meeting, held at 11 am, is at the same time as the start of the Peewee race. A proposal was made to move the Rider’s Meeting to 10:45 am, preferably to be held at the Peewee start area.

The proposal was discussed, and it was agreed that this should be done.

8) A proposal was made to put a final deadline on presenting Worked Run questions, problems, etc. The proposal is to change Chapter VII, A7 , which reads “ Race results…on the race day” Add “ All issues regarding Worked Run credits must be submitted no later then the first of the month after the race results are posted in the magazine, or the date specified in any special mailing”.

The motion was discussed, and deemed worthy of membership consideration. It will be printed in the Magazine and voted on at the next meeting.

9) A proposal was made by Donny Richardson to add Chapter V1, section B6 - “Mile Markers are mandatory at each mile.” The purpose of this is to aid in the location of injured riders.

10) A proposal was made to change the starting procedure. Chapter VI C1, which reads in part “riders positioned 5-10 feet…Quad racers…” to “The start must be a dead engine start with the rider sitting on the bike or quad, with both hands on top of the helmet. At the starter’s signal, they start their engines and ride. All non riders are prohibited from the start area. Starting boxes are prohibited. Peewees, 85’s, and Minis will be positioned 5-10 feet in front of their motorcycle, and at the starters signal, will run to their bike and ride”

The motion was tabled, for future consideration.

11) A proposal was made to rename the Golden Girls class to the Women Vet class. The effected areas of the Rulebook are:

Chapter III, section D - change Golden Girl and age 40/above to Women Vet 35/above
Chapter III, section K and Chapter VI, section C- change Golden Girls to Women Vet
Chapter VIII, section B - change Golden Girls letter G to Women Vet letter V

The proposal was discussed, and deemed worthy of membership consideration. It will be printed in the magazine and voted on at the next meeting.

12) Old School Dirt riders put in a request for a second Hare Sanction on 4/19–4/20, 2008 if that date becomes available, and the Benefit Hare Scrambles is not on that date.

A motion to adjourn was accepted. The meeting adjourned at 8:20pm
