Enduro Committee Meeting MinutesOctober 28th 2007An enduro committee meeting was held on Saturday, October 28th 2007 at the sign up area of the Orange State Enduro event in Richloam. The meeting was called to order at 6:12 pm. This season, the committee has a total of 19 members, by rule a minimum of 10 was needed for a quorum. Chairman- Sam Mento-present 14 members were present so a quorum was met. As you can tell from the above information, we need 2 rider reps for the displacement classes so they can be properly represented. If you want to volunteer, contact me. It is not hard to do and not overtaxing in any way. Represent your buddies. Officer reports were presented to the committee with scoring being the main topic. Last season, this committee asked the chairman, referee, and scorekeeper to address scoring issues and fix communication between ourselves and the business manager. As a result, every scoring issue is brought before the chairman, referee and scorekeeper for a review. After a vote, the decision is applied. This system of correction is working extremely well and problems have been addressed and corrected. Communication between the parties has also improved because of this process. Unfinished BusinessNone New BusinessDon King made a proposal to add re-start/ start control rules to our rulebook for the 08-09 season. Part of this proposal is designed to stop riders from entering start controls early by attaching a penalty. It reads as such: 1) Add to chapter IV section D checking stations paragraph 1. Start control-yellow and white flag 2) change to chapter IV section D course rules paragraph 4 sentence 2. Original: It shall give the key time for all known controls as well as the exact mileage and schedule in miles per hour between turns and direction of the turn. Change to: It shall give the key time for the start, key time for all known and start controls, as well as the exact mileage and schedule in miles per hour between turns and the direction of the turn. 3) change to chapter V section C scoring paragraph 7 Original: A rider shall be penalized late for arriving at a known control. There shall be no penalty for arriving early at a known control unless the rider is 15 minutes or more early: then the rider is disqualified. Change to: A rider shall be penalized one point for every minute late arriving at a known or start control. A rider leaving a known or start control before his scheduled departure time will be penalized 2 points for each minute he is early. There shall be no penalty for arriving early at a known or start control unless the rider is 15 minutes or more early: then the rider is disqualified. *Motion passed unanimously George Tolson presented a proposal which addressed riders when first entering the enduro series from the hare scrambles and motocross series. After discussion, George dropped the proposal. Dan George made a couple of proposals. The first proposal deals with scoring issues that involve the length of time it takes to receive work run credits. It reads as such: Add this line to Chapter V., All issues regarding work run credits must be submitted no later than the first month after the race results are posted in the magazine, or the date specified in any specials mailing. The paragraph would then read: 9. Results must be posted at least one-half hour before they become official. Any scoring protests shall be filed at this time. An enduro must be protested within two weeks after the run if any rider wishes to do so. All issues regarding Worked Run credits must be submitted no later than the first month after the race results are posted in the magazine, or the date specified in any special mailing. *Motion passed unanimously The second Dan George proposal was aimed at eliminating the specialty class ranking system from the rulebook. It reads as such: Remove the first sentence under chapter IV., B., 3. This rule applies to displacement classes only. The specialty Advancement System is described in rule Chapter IV,paragraph B,7. Remove in it s entirety, Chapter IV., 7. * Motion failed 1 for 13 against Dan George asked for rule clarifications and brought them to the committee to review. The first rule in question states Riders must enter the highest classification (A,B,orC) attained in any enduro sanctioning organization Don, George and myself interpreted the rule as we believe it is intended. In our view, it was intended as a starting place for new riders coming into our displacement or specialty class systems from other sanctioning bodies. The rule was written many years ago when riders coming into FTR from other sanctioning bodies rode down a class because we did not have a rule that properly placed them within FTR. Once the rider is in our system, his rank places him where he is supposed to be compared to fellow FTR riders. That is why we have specialty class ranking and displacement class promotional systems. At this point of the season, it is too late to be imposing major changes on our membership based upon a new interpretation of this rule. I will be making a proposal that clarifies this rule once and for all at the next meeting. Also, Dan asked for clarification on the rule that moves HS riders to a higher class during the season and should that also apply to enduro riders that participate in both series during the season. The clarification was that mid season HS promotions do not apply to enduro riders. The rider may remain in the lower class unless the enduro displacement promotional system or specialty class ranking system moves him during the season. A displacement class rider that rides both series will have to move, by rule, at the end of the season to the higher class but not at mid season. A vote was also taken by the committee on whether to promote Wayne Anthony to the B class. After discussion, the committee decided to allow Wayne to remain in the C class by a vote of- 9 for / 2 against. Opinions were strong at this meeting. After I looked at differences of opinion on rule clarifications, I realized that problems are created while trying to mentally separate displacement class rules from specialty class rules. Anytime we have issues concerning rider placement, the first question we should be answering is: where does the rider compete, a specialty class or a displacement class? Rules are different for both class types and we have to get used to separating the rules from one another. Also, personal agendas were brought into this meeting. Anytime a personal agenda is brought into one of our committee meetings, it will not be tolerated and it will be brought to the attention of the committee. I have announced that I will be stepping down at the end of the season. George Tolson is the next in line for the chairman position. Considering his experience and interest in the well being of the series, I would strongly recommend him for the position. Submitted 11/6/07 |
