Hare Scrambles Committee Meeting MinutesMay 10, 2008The meeting was called to order at 8pm Officers: Clubs: The minutes from meeting held on 4/26/08 accepted as read. Old Business:none New Business:1)The Committee received a letter from the father Sergio Santana, who had been suspended for one year at the 4/26 meeting, petitioning the Committee to reverse that suspension. The Committee discussed it, and the suspension was upheld. 2)The Committee heard the report from the Special Meeting on the Quad Scrambles Series, held just before this meeting. The Committee supported the conclusions reached at that meeting. (Chairman Note: The full report on that meeting should be included in this issue of the Magazine) a)The Committee officially recommended to the Board of Directors and Executive Committee that the Hare Scrambles quad classes be eligible for year end points. Those points had previously removed by the BOD. b)It was discussed by the Committee that the quad classes in the Quad Scrambles had evolved, and that bringing these quads “back” into HS would present safety issues. The Committee therefore, as an Emergency Rule, authorized Amanda to present a revised class list to the Executive Committee/ BOD for ratification. Amanda was authorized to address the safety issues within the allotted two hour time block in the current race order. The effected HS rules are Chapter VI, Section C, Saturday race Schedule, Race 6 Change: AND Chapter VII , Section B, Riders number plates DELETE all HS quad entries and replace with:
A motion to adjourn was made, and accepted. The meeting adjourned at 8:45 pm. Chairman’s Note: Synopsis of the Hare Scrambles/Quad Scrambles statusIn this issue you should find the minutes of the Board of Directors and Executive Committee meetings held on 5/17/08. In them you’ll find reports of what occurred regarding quads in Hare Scrambles, and the Quad Scramble Series. This has been a unique, to say the least, situation that may be confusing to some people. I want to therefore present a brief synopsis as to what has happened. For a fuller understanding, I direct your attention to the individual minutes and reports. 1)The Quad Scrambles Series has been suspended for the 2008/2009 season, it’s status will be reexamined , most likely at the first 08/09 BOD meeting 2)The Quad Scramble Officer positions will be eliminated for the 08/09 season. 3)Full series points for the Hare Scramble quad classes will be reinstated for the 08/09 season. 4)I will immediately start working with the Clubs to develop a unified program for our Peewee and/or other juvenile quad classes. That information will be made available as soon as possible. The Clubs, at the Special Meeting, supported providing peewee quad races as fun run, and most supported some form of support for the other juvenile quad classes. 5)During the normal course of the 08/09 season, the Hare Scrambles committee will be looking at long term solutions to such issues as the juvenile quad classes, etc. I’d also like to give a brief explanation of items 4 and 5. Some people may be unsure of how the FTR rule change system works. They may wonder why the adult quad classes can be changed, but the Peewee quads, for example, can’t be included as points paying classes. The two methods of changing rules are the normal procedure (as described in Article XIV of the FTR Constitution, and the Emergency Rule Change. The normal procedure is that a rule change proposal is proposed to the Committee, to be deemed worthy of membership consideration. Then, it is published in the Magazine. Then it returns to the Committee, to be voted on as a rule change. The Emergency Rule change can take effect almost immediately, by 2/3 vote of the Committee. However, it can only be used in cases of rider safety issues, or extreme financial hardship to FTR. It is literally for emergency situations where the riders and/or FTR would be put at risk. So, the adult quad class issue could be viewed as a rider safety issue. An example given was where the utility quads would have to ride in the “old “classes". The Peewee quads are a different situation. This whole situation came to light too late for the normal procedure, and does not fit the requirement of an Emergency Rule. Fortunately, we have a great collection of Clubs in FTR. They have already expressed their support for the “quad kids”. So, by the time you read this, a plan will most likely in place to give them a place to race next season.
