Minutes from meeting of 10/20/01 were read and accepted.
OLD BUSINESS:

1.

Proposed rule change from 10/20/01 meeting and published in Jan. 2002 FTR Magazine: Chapter IV, Section E, Paragraph 7, second sentence be changed to read “If a check station is in question because course markers are missing or altered, it shall be declared official if 50% of the riders in contention from the previous check arrive at the check in question.” Discussion and motion to vote by Cary Hunt, seconded by Peter Magee. Approved unanimously, to be forwarded to the Board of Directors for final approval.

Proposed rule change from 10/20/01 meeting and published in Jan. 2002 FTR Magazine: add to Chapter V, Section D, line 4 “Any mileage changes by Acts of God, land owners, or forestry management which would shorten mileage to under 60 miles must be approved by the majority of the riders at the riders’ meeting to allow the event to be an FTR points paying event.” Discussion and motion to vote by Peter Magee, seconded by Cary Hunt. 9 in favor, 1 opposed, motion passed, will be forwarded to the Board of Directors for final approval.
NEW BUSINESS:
1. Deborah Broderick volunteered to be the Enduro Comm. representative to the Election Committee. Motion to nominate Deborah to the committee by Allen Pearce, seconded by Cary Hunt, passed unanimously.
2. Discussion of a specialty class rider who was promoted to the A class for the 2001-2002 season. Said rider rode two enduros in the A class, then rode two enduros in the B class. Rule that applies in this case is Chapter III.I.3.d. Motion by Allen Pearce to write official letter to individual citing the rule and letting them know that they cannot do this. Also letting them know that case will be on the agenda again at the next Enduro Committee meeting. Seconded by Peter Magee. 10 in favor, motion passed.
3. Proposal by Deborah Broderick to change Chapter IV, Section D, paragraph 6, as follows:
      Anyone may ride together on the same row.
      Riders must request on entry form if they wish to ride together.
      Same. (no changes)
Discussion and motion to vote by Cary Hunt, seconded by Peter Magee. 9 in favor, 1 opposed, proposed rule change goes to magazine for publication.
4. Discussion on Specialty class riders without a ranking number riding their first enduro. The rule book states in Chapter IV, Section B, paragraph 7.G that “Classification of Hare Scrambles riders to the Enduro Series Specialty Class can be determined by decision of the Enduro Committee Chairman, Referee and Scorekeeper prior to establishing a ranking number.” It was noted that these three officials are not at signup when a new Specialty class rider is entering the event, and therefore it would be easier if a set policy was put forth. It was decided that the official policy will be to let a new, unranked Specialty class rider enter one division lower than their hare scrambles class, i.e. an A h/s specialty class rider can sign up as B, and B can sign up as a C specialty class rider. These new riders will be monitored and advanced by the three officials if deemed necessary.
5. Discussion of displacement classes advancement point system. Interpretation of rulebook Chapter IV, Section B, paragraph 6 needed to be addressed. The scorekeeper has been awarding advancement points by ranking all riders, including AA and A riders, and then awarding points to the B or C riders who ranked in the top 20. It was noted that as long as there were 20 consistent AA and A riders, no B or C riders would ever be advanced. The committee decided that when taken in the context of the paragraph on advancement, the sentence, “FTR advancement points are awarded to the top 20 or 40 overall riders at each enduro in accordance with the following table” really meant the top 20 or 40 overall B & C riders. Motion by Allen Pearce to adopt this as the official interpretation and to start awarding advancement points in this method starting with the Capitol City 2002 enduro. Seconded by Cary Hunt. Approved unanimously. A change to clarify this rule will be proposed at the next meeting.
6. Lengthy discussion on ways to improve participation at enduros. Among the topics discussed:
- Lee Daley and Chris Hill will hold an enduro school at one or two hare scrambles.
- Allow clubs to have a B/C rider cutoff to allow a challenging event for the A riders without killing the C riders.
- The overall woods racer trophy was approved by the executive committee.
- Have junior enduros at the events. Some clubs are already looking into this.
- Entice H/S riders by encouraging the check in/check out policy.
- Publish enduro schedule in Cycle News.
- Write stories about each enduro.
7. Allen Pearce pointed out that the enduro flip cards and flags are in disrepair. Volunteered Big Scrub to make new flags if they could be reimbursed for their expenses. A brief discussion about electronic flip cards ended up with Cary Hunt volunteering to find out more information.
