1. Proposal from Randy Faul to add age limits to Sundays AA, A, B,C and Women's classes.
Withdrew proposal after discussion


2. Proposal from Roy Jernberg to establish a Quad rep. for all H/S quad riders:

PURPOSE:
The representation of Quad riders. To have a joined voice from all who participate in FTR Hare Scramble racing events. To have a person to work in conjunction with the FTR for fair treatment, and to express the concerns of the quad riders in regards to issues that relate directly to their quality and safety of their racing.

CHANGE TO THE FTR RULE BOOK:
Chapter VllI - Hare Scrambles Responsibilities - Section D COMMITTEE paragraph 2.
To be changed as follows:

2. The Hare Scrambles Committee will be composed of one Chairman, one representative from each promoting organization granted a sanction for the year in question, one rider representative from A, B, C, Senior, Women's Division, Saturday, Quad*, Hare Scramble Scorekeeper and Hare Scramble referee.

3. Proposal from Deborah Broderick for rulebook changes to help keep electronic scoring consistent between clubs.
A. Delete paragraph and rewrite to read as follows. Page 16, Chapter VII Hare scrambles scoring sect A, paragraph 9 Riders must complete 50% of laps completed by there class winner in order to receive championship position points.

B. Delete paragraph beginning with "any rider" to read as follows, page 16 chapter VII Hare scrambles scoring sect.B paragraph. 1 Class championship points will be awarded based on finishing position according to the following schedule etc. (the schedule in the rule book will not change)

C. Delete entire paragraph on page 16 chapter VII Hare scrambles scoring sect. B paragraph. 3 to read as follows:
Each class will be allotted a minimum course of 1.5 hours of race time. The course shall be closed to start additional laps after overall leader for that event is flagged off course. The leader is flagged off course when he or she has reached his or her time allotted or cannot complete another lap within the allotted time. When lead rider approaches his or her last lap, a white flag shall be displayed at entrance to chicane to alert lead rider and all riders behind lead rider that this is their final lap. Once overall lead rider for that event is pulled off, all riders behind him or her are pulled off also and course is closed to additional laps. It is the responsibility of referees to supply at least two sweep riders to sweep track as soon as leader is flagged off. The scorer must continue to score until at least one sweep rider comes through score staging area again.

D. Chapter VI Hare Scrambles Rules Sect. C pargraph. 7-Delete line 2, Delete line 8
Add to paragraph riders must come to a complete stop at a designated point when elec. scoring is used. Two electronic guns shall be used during scoring of a race to prevent bottlenecking.

4. Proposal from Rick Harvey to change the allotted riding time:
PURPOSE:
To allow all riders maximum riding time allotted for their race. Sunday race times would be at 10 am and 1 pm to allow this to work. 10 am race would not change, 12pm race would move to 1 pm and 2pm race would move to 1 pm. C riders would be added to bottom of A and B times. This adds 4 minutes to one event but shortens the race by one hour. To be scored fairly regardless of their proficiency to race. Electronic Scoring has allowed this to be done fairly and quickly regardless of a rider ability to compete in a racing format.

CHANGES TO THE FTR RULE BOOK:

Chapter VII - Hare Scrambles Scoring - Section B CHAMPIONSHIP SERIES POINTS SYSTEM - paragraph 3 pages 16 & 17
To read as follows:
3. Each race time slot will be allotted two hours minus the time of the leading rider to be scanned. To reward rider turnout: DNF's will not be given as long as rider is scored at least one time during the time allotted for that race. This rider will get last place points. In classes where more than 1 rider falls into this category, riders completing the most times scanned will be scored and riders completing the same number of scans will be scored in finishing order. The racecourse shall be closed when the lead rider
receives the checkered flag, At this time all riders behind the leader rider will be given 30 minutes to finish the race after the overall winner has taken the checkered flag.

Chapter VIII - Hare Scrambles Responsibilities - Section B RIDERS - paragraph 1 page 18
To read as follows:
1. It is the rider's responsibility to check the Elapsed Time clock, when the
white flag is displayed, to determine whether or not he/she can complete the course in the time remaining in order to get scored correctly.

5. Proposal from James Rowland to change race order on Sunday.

6. Proposal from Mike Preslar to change the Super Vintage Requirements:
Chapter VIII, Hare Scrambles Responsibilities,
C. Super Vintage Hare Scrambles (page 19)
Any motorcycle of any displacement provided it is air cooled and has drum brakes front and rear. There is no limit on suspension travel. Number plates are to be yellow with black numbers.

Add the following,
Only machines from 1987 and prior will be allowed. Modifications must consist of OEM or aftermarket parts that were available from 1987 and prior.
I have chosen the year 1987 as the cut-off year to coincide with other sanctioning bodies, i.e. AHRMA, AMA, and FLVMX to name a few.

7. Proposal from Scott Lamb to change the top twenty scoring system:
Pursuant to Article XIV, Section 1, Subsection F.1 of the FTR rulebook I am submitting the following proposed rule change regarding the Hare Scramble Top Twenty scoring system and the DNF point distribution system. Historically, AA, A, and B riders have all been required to ride the same number of laps during the 12 o'clock Sunday race. The reason for this is that B riders have previously been eligible for "top twenty" awards. Since the rulebook does not specifically say that B riders are eligible for "top twenty" points, I propose a rule change that makes only AA and A riders eligible for the "top twenty" at a specific race and "top 10" year end awards. The purpose of this addition to the rulebook would be to give the clubs the option of having the AA and A riders complete an additional lap. The specific changes proposed to the rulebook are as follows:

Change Chapter VI, Section B, Subsection 3 to read:

B 35


Change Chapter Vll, Section B, Subsection 5a from:
To determine high-point and top 20 positions for the event and year-end overall top 10 awards (AA, A, B Divisions only). The top 20 riders (based on elapsed time)...
To:
To determine high point and top 20 positions for the event and year-end overall top 10 awards (AA and A Divisions only). The top 20 AA and A riders (based on elapsed time). . .

Add the following to the end of Chapter Vll, Section B, Subsection 5a: B riders will not be eligible for top ten year-end overall awards. The B-High Point year end award will be calculated based on points given for the top 20 B riders (based on elapsed time) at each race on the same basis as each class is awarded points (paragraph B-1). The list of top 20 B riders for each race is to be used only for calculating the year-end B-high point award, and is not to be published as a separate class for each race.

8. Proposal from Scott Lamb to change the DNF/ Timed Event Rule:
I propose the following changes to the rulebook so that whenever a promoting club proposes to use a timed format for a Hare Scramble Event, there is no confusion regarding scoring (I know you will already be discussing other proposals, but please include these as possible changes to the rulebook):

Change Chapter VI, Section #7, Subsection 7 from:
7. The race will be over at the finish line. It is up to the rider to complete the needed number of laps for a complete race in his or her class. After each race, the sheets from the finish line and the checks on the course will be brought to the referee and/or assistant referee. The promoting club personnel will
compile the final results and post in an appropriate place. In place of a score card, the rider will receive at sign-up, upon paying the entry fee, a 3" x 5" card with the riders name, number and class on it. This card will be placed on the rider's helmet in place of the score card and will be used for the check at the start. There will not be a check by checkers marking a score card on the course during the race. The riders will not have to stop after the start until they cross the finish line.

I also propose to delete Chapter VI, Section C, Subsection 8 since this section no
longer applies to our Hare Scrambles (unless we think we should start having checks at Hare Scrambles).

My last proposed change is to Chapter VI, Section B, Subsection #1, as follows:
B. CHAMPIONSHIP SERIES POINTS SYSTEM
1. Class championship points will be awarded based on finishing position according to the following schedule:
1st place in class         50 points
2nd place in class         47 points
3rd place in class         45 points
4th place in class         43 points
5th place in class         41 points
6th place in class         40 points
etc., one point less per position provided the required number of laps are completed) Any rider given a DNF will be awarded points for their finish position, provided they complete one lap, based on the number of completed laps. As an example, a rider completes 2 laps of a 5 lap race would be awarded 2/5ths (two fifths) of their finish position.

Will be changed to:
B. CHAMPIONSHIP SERIES POINTS SYSTEM
1. Class championship points will be awarded based on finishing position according to the following schedule:
1st place in class         50 points
2nd place in class         47 points
3rd place in class         45 points
4th place in class         43 points
5th place in class         41 points
6th place in class         40 points
etc., one point less per position provided the required number of laps are completed). A rider will be awarded DNF points as long as the rider completes at least one lap, based on the number of completed laps. As an example, a rider completes 2 laps of a 5 lap race would be awarded 2/5ths (two fifths) of their finish position. If an event is timed (as opposed to designated number of laps), a rider will not be considered DNF if the number of laps completed is within 1 lap of the winner of that class. For example, if the winner of a class completes 5 laps during a timed event, any other rider in that class who completes at least 4 laps will be given full finishing points.
