Hare Scrambles Competition Committee Meeting
Sat. 2/26/05 Gatorback Hare Scrambles

Meeting called to order at 7:09 PM

The minutes from the 11/20/04 meeting were accepted as read.

New Business:

A proposal from member Dave Riley was brought forward that concerned starting line procedures. It was seconded. For - 0, Against - Unanimous. Motion fails.

A proposal from member Stephen King concerning starting procedures line procedures was tabled.

A proposal from member Larry Kuhn was brought forward that reads:
"Pg. 16, Chapter VI, A, 6. Mini class motorcycles will be limited to 17" wheels. Super Mini class is limited to 19" wheels."
Change to read;
"Mini motorcycles manufactured with 17" front wheels may race in all Mini classes. All mini motorcycles manufactured with 19" front wheels are required to race in the Mini A class."
Also;
Pg.8, Chapter III, C.1. In the section titled "Hare Scrambles" the line, "Super Mini.....0-85cc 19" wheels......9 thru 14*"
Change to read;
"Mini A..............0-85cc 17 -19" wheels.....9 thru 14*"
Also;
Pg. 21, Chapter VIII, B.4. In the line,
"Super-Mini, Mini B & C..........White......A,B,C"
Change to read;
"Mini A,B,C............White.................A,B,C"
Motion was seconded, For - Unanimous. To be forwarded to the magazine.

In response to a rule clarification question brought forward by member Lee Daley a proposal was brought forward by member Jack Terrell;
Pg. 19, Chapter VII, B.9.
After the sentence, "Assistant Referees will receive the same credit as a worker." add the following, "Work Run credits will be applied to Overall Top 20 positions in addition to the class listed on the entry."
Seconded, For - Unanimous. To be forwarded to the magazine.

A rule clarification was requested by member JR Rowland concerning Chapter VII, C. 1.
It was determined research of past meeting minutes would be required. JR offered the following proposal;
Chapter VII, C. 1. Replace the words, “The only exception to the above would be a case where 5 or fewer riders complete all of the laps in an event, then the advancement points shall be awarded as follows:” with “The only exception to the above would be a case where 5 or fewer riders compete in a class at an event, then the advancement points shall be awarded as follows:”
Seconded. For – Unanimous. To be forwarded to the magazine.

A written protest was filed concerning a Disqualification of rider Clayton Schlitt at the Gatorback Hare Scrambles. All Committee members agreed the Disqualification will stand.

A written protest was filed concerning Vet C rider Daniel White that reads;
"Daniel rode Open B in the 2003-2004 season, finishing 3rd, and has been competing in Vet C in the 2004-2005 season. Daniel did not petition the Hare Scrambles Committee for this step down. but demoted himself, which I contend is illegal by our Rule Book.

After much dicussion it was determined by unanimous decision that member Daniel White will be returned to the 'B' Division and retain 90% of points earned in the 'C' Division. Effective immediately.

A proposal by member Joe Stiedl was brought forward that reads;
Pg.8, Chapter III, B.3. Add the following, "4. All pit vehicles, except regular competition vehicles, are required to have an officially designated registration decal. This decal will contain the FTR number of the vehicles responsible FTR member. This decal will be mounted on the front left corner of the vehicle in a readily observable spot."
Also,
Pg.17, Chapter VI, A. 11. Add the following,
"All pit vehicles, except competition vehicles, will have an officially designated pit vehicle registration decal mounted on the front left of the vehicle, see Chapter III, B.4."
Also in Chapter VI, A.11. change the words "pit riding" in the first sentence to read, "pit racing".
Seconded. For - 14, Opposed - 1. Motion passes. To be forwrded to the magazine.

A proposal was brought forward by member Roy Jernberg concerning Technical requirements for Quads.
Pg.22, Chapter VIII. Change section E.(in its entirety) to F. and add,
E. Hare Scrambles Quad Technical Requirements
1. An operating tether chord/switch, attached to the rider, will be required for all competition Quads.
2.Quads must not exceed 50 inches in width.
3. Quads must display number plates, with the riders number, on the front and rear of the Quads.
4. From a dead engine start, Quad racers will be positioned on their Quads with both hands on top of their helmet. At the starters signal, they will start their Quads and ride.
Also;
Pg.16, Chapter VI 8.
Delete all and replace with,
"No will run a big bore kitted bike in a larger displavement class with the exception of Quads.
Also;
Pg.11, Chapter III, J.6. Add the following,
"Hare Scrambles Quads may run oversize piston and cylinder bore combinations but must run in the class of that displacement."
Also;
Pg. 17, Chapter VI, C. 1. Add the following,
"From a dead engine start, Quad racers will be positioned on their Quads with both hands on the top of their helmet. At the starters signal, they will start their engines and ride."
Seconded. For - Unanimous. Motion passes. To be forwarded to the magazine.

A written protest regarding 'B' Division member Jared Southworth competing in the 'C' Division was brought forward. It was unanimously agreed the rider will be dis-qualified for the event ridden in the 'C' division.

Topic of discussion,
A discussion was fielded by member Conrad Eigenman concerning allowing PeeWee riders to keep their rider number throughout their advancement due to the possibility of riders being advanced more than once per season.
It was suggested a more appropriate solution may be to adjust the advancement procedure for the PeeWee 'B' to 'A' classes. The Commitee expects to see a proposal reflecting that suggestion.

Motion to adjourn. Seconded. Unanimous.
