MINUTES OF THE FTR
BOARD OF DIRECTORS’ MEETING

A meeting of the Florida Trail Riders Board of Directors was called to order at approximately 10:40 AM on May 21, 2005 at the Imperial Swan Hotel in Lakeland, Florida. The President determined a quorum was present. Roll call was as follows:

I. Reports of officers and committees

Randy reported about the importance of volunteers – they are FTR’s future. He talked about recruiting, training, and appreciating our volunteers. There were discussions from members of the Board about what makes volunteers want to help and what makes them burn out. Several ideas were discussed.

Allen and Dan provided the Treasurer’s Report. The financial health of the FTR continues to improve. The dues increase has turned out to be very important to improving the general fund, which is still in the red, but should recover once the dues increase is fully instituted in the new season. In the scoring fund, we are making progress to repay the initial investment. Our current bank balance, which is primary the land use fund, is the highest it has ever been. Jim moved that we accept the Treasurer’s Report. The motion was accepted.

Dan gave a report on the Racer Contingency Program that is up for renewal this year. There is currently a very competitive counter to the Moose program, which we have been told may be reduced if it is renewed.

Mike gave the Hare Scrambles Competition Committee report announcing his plans to move out of Florida and hoping to see someone step up as the committee chairman for the next season.

Sam provided the Enduro Competition Committee report, announcing Tiffany as the new scorekeepers starting next season.

Randy provided the report for MX in Jim’s absence. He announced Jim Edgar will be replaced by David Hall as MX Chairman.

Jack provided a Land Use Committee Report. He reported on the NOHVCC conference and several other meetings with various government agencies. Work continues to open areas of property for OHV use.

II. Unfinished business

The following motions have passed the initial Board meeting and require one final approval to be fully ratified:

Mike moved we accept the approved rule change relating to 4-stroke displacement in 0-125 A, B & C Motocross. The rule change was proposed as follows on Page 11 Chapter III General Rules; Section J. Competition Apparel & Equipment 6. Equipment. Change 0-125 A, B & C Motocross to the following:

The motion passed unanimously and is now final.

Jack moved a rule be adopted related to limiting the sound levels from competition vehicles. The proposed rule change on page 11, Chapter III General Rules, paragraph J. Competition Apparel & Equipment, following subparagraph 6, add a new subparagraph 7 that reads:

Sound Standard for all FTR Events. All FTR competition vehicles are subject to be tested in accordance with the SAE 1287-July 98 (or latest version) testing procedure (20" stationary test). Maximum permitted sound level per this standard shall be:

Enduro 96 dB(A)
Hare Scrambles 96 dB(A)
Motocross 98 dB(A)

All competition vehicles manufactured from 1987 and prior years shall be exempt from this standard.

The motion passed unanimously and is now final.

Mike made a detailed motion to create a completely new FTR competition series for Quads to support the growing number of Quad trail riders seeking an opportunity to compete in a way that serves their unique requirements. The motion does not limit Quad participation in FTR Hare Scrambles in any way. It provides a framework for which sponsoring clubs can apply for an FTR sanction to host dedicated events throughout the state. The motion to create an FTR Sanctioned Quad Scrambles Series includes the following changes and additions to the Rule Book:

Quad Scrambles Rules

A General
1. A Quad Scrambles is a meet where the rider ability is the determining factor. It is run over dirt roads, fire trails, woods and all types of terrain which may be negotiated by the power of the Quad and rider.

2. The FTR Referee will contact the club due to send an assistant referee for the Quad Scrambles event preceding their sanctioned event at least 2 weeks before the event.

3. Provide an assistant referee for the Quad Scrambles event preceding their event. Assistant Referee must be an experienced rider.

4. Clubs shall allocate trophies to represent 30% of the class entries based upon previous number of riders at past events.

5. A list of Quad Scrambles classes and their requirements can be found at Chapter III. C.

6. All Quads will be limited to a maximum width of 50" as described in the current AMA rules.

7. Pee Wee class Quads will be no more than 50cc with an automatic clutch.

8. Any rider holding a Pre-Am license is required to ride the AA class.

9. Rider age will be confirmed for anyone moving to a specialty class where age is a requirement (Vet, Senior, Super Senior, Master Golden Girl, PeeWee and Minis) They will show proof of age at sign up on the first race they enter.

PeeWee and Mini riders must be within the minimum age requirement upon entering their first event. Their age for the season will be the age attained at their first event of the season.

The event flyer will have this warning, "Proof of age will be required."

10. No pit riding is allowed. Competition vehicles will use 1st gear to and from the starting area. (Chapter 3, B. 3.)

11. An A or B Hare Scrambles or Motocross rider will ride at least 'B' division.

B. Course

1. Cross must not cross any public highway

a. Cross over as in a figure eight

b. Contain any possible bottleneck situations such as a one plank bridge

c. Contain any long sections where passing is impossible

2. For the purpose of preventing course congestion a FTR Quad Scrambles shall be a minimum of three miles in length

3. A "Scrambles Course" is defined as a closed-loop trail through a woodland area, appropriately marked either the FTR Day-glow Red arrows to outline the path and indicate the direction to be followed by the competitors. The arrows outlining the course shall be in a sequence and spaced close enough so a competitor can visually locate one arrow to the next arrow. If this arrow spacing is not practical, the trail must be defined by other means (natural barriers, etc.) such that a rider cannot misinterpret where the trail is. All major turns must be preceded by 'down' arrows angled in the direction of the turn about 30' before the turn. The turn shall be adequately marked to instruct the competitors to ride inside or outside of the arrows. (Use of natural barriers such as canals, large trees, etc., or marking with ribbon tape is suggested to prevent course-cutting) A verification arrow shall be placed just after each turn. All sections of the trail which can cause unexpected hazards (like stumps or rocks) must be marked. Hazards are to be marked with red 'X', ribbon tape, sprayed with phosphorescent paint. To prevent riders from getting off the actual course. 'Wrong way' marker (Blue W) will be used at locations that could be confused for the actual course. Double arrows, one over the other and a set on each side of the trail, will be used to indicate an area between these arrows that must be ridden. Double arrows will be Day-glow Green. Competitors must ride the trail from arrow to arrow without passing any arrows, and ride to within 20' to either side of any single arrow. If a Motocross track is used in any part of the course, the MX portions of the track shall be considered 'continuously double arrowed' and riders must stay on the actual MX track surface. Any section of the trail marked by a pair of green arrows on both sides of the trail indicates the competitors must ride between the arrows and cannot ride outside of either arrow. Any time a rider leaves the trail, as defined above, that rider must return and enter the trail at the same point they left.

  • Markers must be visible one to the next
  • Corner arrows with pre-turn arrows before the corner and a verification arrow after the corner.
  • Danger markers as appropriate. Any and all deviations to the above shall be clearly defined to all competitors during the pre-race riders meeting.

4. Specific dates and times must be announced in the flyer when riders may practice on the actual course.

5. It is the promoters responsibility to insure, as best as possible, the course cannot be cut.

C. Event Rules

1. The start must be a dead-engine start with riders on their machines and both hands in the air until the starter gives a signal for the race to begin.

PeeWee (0-50cc) races may use a running engine start with the rider on their machine

2. Only the following divisions may be run together at the same time with one minute between different starting groups. The races will be run at the times listed unless permission to change is approved by the Quad Series Committee prior to the publication of the flyer. Starting times may be adjusted to accommodate available daylight hours. Race time deviations will be published on the event flyer.

3. Clubs can either split consolidated rows, or start consecutive rows together to relieve congestion at the start, with the approval of the Q/S Chairman or Referee, but cannot change starting order.

4. The start line will be a required check and a checkpoint must be located at the finish.

5. FTR may determine the scoring methods used at any event. The race will be over at the finish line. It is up to the rider to complete within the allocated time for a complete race in his or her class.

6. Any disputes will be settled by a majority vote of the following three people, whose decision is final:

a. The Promoters Referee

b. The Assistant Referee, is defined as the representative from the next sanctioned Quad Scrambles.

c. The FTR representative assigned to the event (FTR Referee)
