BOARD OF DIRECTORS’ MEETING

Chapter XIV

Quad Scrambles Scoring

A. General

1. Cumulative scoring for the entire series will be handles by the Quad Scrambles Chairman or appointed Quad Scrambles Scorekeeper.

2. A rider can register only one number per class per competition year. The rider will be scored only under that registered number during the competition year. Top keep a rider number (bike #), members must renew their FTR membership in JULY.

3. A rider may ride 1 class per event. If they elect to move to another Division they must stay in the higher division and not return to the lower division without written request and approval by the higher division. Beginner 1 and 2 riders will take 50% to any C or Specialty division.

4.A rider classed as A or B including Specialty classes cannot move down without petitioning the Quad Scrambles Committee, regardless of elapsed time since previous racing. (Note: C riders cannot return to Beginner classes.)

6. Race results are final with the conclusion of the final protest period on the race day.

7. Any rider that 'Overall High Points' a race will be promoted to the AA class, effective the next race.

8. Riders will be awarded points if they complete 1 lap or more

9. Team scores shall include all classes.

B. Championship Series Points System

1. Class championship points will be awarded based on finishing position according to the following schedule:

1st place in class 50 pts
2nd place in class 47 pts
3rd place in class 45pts
4th place in class 43 points
5th place in class 41 pts
6th place in class 40pts
etc. one point less per position the required number of laps have been completed. Riders finishing within 1 lap of their class winner will receive full points earned. Riders completing less will receive fractional points.

For example: a rider completing 3 laps of a 5 lap race will receive 3/5ths of their position points.

2. In the event of tie scores, the points normally awarded to the respective positions will be averaged and each tied rider will receive the same number of points.

3. Each class will be allotted a maximum time to complete the course and be times. In PeeWee A and B the course will be closed to start additional laps 25 minutes after the start. Saturday, Race 2 riders will have the course closed to start additional laps 90 minutes after the first row leaves the start minus the time of the lead riders first lap. All other races will have the course closed to start additional laps at 2 hours after the first row leaves the start minus the time of the lead riders first lap.

4. In addition to class finishing positions, the exact starting time of each class, and exact finishing time to the nearest second of each rider, will be recorded at the finish line. At least one of the official Referees for the event will be at the finish line to judge timing.

5. Timing will be used for two purposes:

a. To determine High Point and top 20 positions for the event and year-end overall top 10 awards. (AA, A and B divisions only). The top 20 riders - based on elapsed time - will be awarded points for year-end overall position on the same basis as each rider is awarded points (Paragraph B.1.) B riders will not be eligible for year-end top 10 awards overall. The B High Point year-end award will be calculated based on points given for the top 20 B riders - based on time elapsed - at each race on the same basis as each class is awarded points (paragraph B.1.) The list of top 20 B riders for each race is to be used only for calculating the year end B High Point award, and is not to be published as a separate class for each race.

b. To assist the Quad Scrambles Chairman, Scorekeeper, and Referee in determining promotions.

6. Year-end class and overall positions will be based on 70% of the sanctioned events. Rounding will be done to the nearest whole number with .50 being rounded up. FTR High Point and class winners will be determined at the end of the year and will receive awards at the annual FTR awards banquets To qualify for year end awards in the FTR Quad Scrambles Series a rider must enter at least 50% of the sanctioned events that year. A work run credit can count as an entry.

7. In case of year end ties, riders who have the same number of points will share the highest position. The next lower rider will receive their actual position.

8. A High Point award will be given at each event but the overall top 20 positions will be determined later by the Scorekeeper.

9. Any FTR who works - cannot ride the event- a FTR sanctioned Quad Scrambles will earn a work credit equal to that riders highest earned score for the competition year. The work run credit will be used as one of the scores - 70% of events - counted for year-end scores. Work days will consist of any day worked. Assistant Referees may receive work run credit for the event worked. Work run credits will be final at the end of a workday and are non-transferrable from the class listed on the entry. A rider who wishes to work an event to obtain points must:

a. Complete an entry form -- same for race -- except write "work event" across the entry.

b. Submit entry form prior to practice -- fee is not required.

c. Have entry form validated by Trail boss.

10. Computing points for year-end scores is based on applying the above rules in the following manner: See pg. 19, Chapter VII, B. 10.

Chapter XV
Quad Scrambles Responsibilities

A. Promoters

1. It is mandatory that all promoting clubs provide spectator and participant liability insurance coverage of a minimum of $1,000,000 for FTR sanctioned Quad Scrambles. Must notify Quad Scrambles Referee of insurance obtained two weeks prior to the event. Event will be non-FTR if proof of insurance is not provided. The Florida Trail Riders, Inc., its officers and officials be named in the insurance policy as an insured party.

2. Must have ambulance on the premises

3. Practice will be available the day of the event. If this is not possible due to insurance or land owner problems, the Quad Scrambles Committee will be notified and the riders will be advised in the flyer.

4. The promoting club must make an honest effort that only the minimum number of people required to clear and make the course safe are aware of the course until the day of open practice.

5. Practice on the course will be limited to sign-up entrants with the following exceptions: Course workers who can do their jobs better by being familiar with the course. The Quad Scrambles Competition Committee reserves the right to adopt of change the practice format, by unanimous vote, at any time.

6. The promoting club will provide back up scoring and record the time of each rider at the finish.

7. Rider numbers are to be recorded by the FTR Business office or sign up personnel at the event.

8. Riders who, after practice and before the days races start, determine the race is unsafe for them can have their entry fee refunded

B. Riders

1. Specific disciplinary action by the Quad Scrambles Committee:

a. Course Cutting

1st offense -- rider gets zero points. They don't have to count towards their year-end score.

2nd offense -- rider gets zero points. They do have to count towards their year-end score.

3rd offense - rider receives a three race suspension

b. Riding the course during other class races unless officially working for the promoting club or FTR - suspension for that event.

c. Aiding other entrants not in their specific races at any area other that the designated pit area -- suspension for that event -- both rider and helper.

3. Anyone who accuses a rider of the above must file a written protest with the event Referee.

4. All Quads will display a number plate in the front and rear.

C. Committee

1. The FTR Quad Scrambles Committee will be separate from the Enduro,Motocross and Hare Scramblers Committee. The Quad Scrambles Committee is empowered to run the Quad Scrambles series, vote on rule changes, and make suggestions to the FTR Executive Committee and Board of Directors.

2. The Quad Scrambles Committee will be composed of one Chairman, one Scorekeeper, one Referee, one representative from each promoting organization granted a sanction for the year in question and one rider representative from A B C, Specialty and Youth Divisions

3. All FTR clubs and promoters who have received a FTR sanction in the past will be eligible to request a Quad Scrambles sanction. Any new promoter will be forwarded to the Board of Directors for approval before any sanctions are granted.

4. Any promoting club desiring a FTR sanction will submit a request to the event to the Quad Scrambles Committee before the annual FTR general sanction meeting. Note: This will not be required for the first FTR Quad Scrambles Series season. Any further requests will be evaluated by the Quad Scrambles Chairman and the Executive Committee of FTR

5. The FTR Scrambles Committee will not grant any sanctions to a promoter who has acted irresponsibly. Any promoter who has more than one event sanctioned and acts irresponsibly will have all future sanctions reviewed by the Quad Scrambles Committee before the next event scheduled by that promoter. Any promoting club who has a sanction revoked is, at that time, no longer a member of the Quad Scrambles Committee.

6. All rules for the next Quad Scrambles season will be brought to the floor, printed in the magazine, reviewed by he members and then voted on and passed at or prior to the Quad Scrambles sanction meeting.

D. Sanctions

1. A FTR Sanctioned Quad Scrambles may be scheduled on the same date as an Enduro.

A FTR Sanctioned Quad Scrambles may not be scheduled on the same date as a FTR Sanctioned Hare Scrambles or Motocross

Note: For the first competition year Quad Scrambles will have sanction dates made available at the General Sanction meeting only after dates have been made available for the Enduro, Hare Scrambles, and Motocross series. Additional Sanctions will be as per pg 5, Article XIV, E. Sanctions, paragraphs 1-6.

The motion passed unanimously and must now be presented for final ratification at the General Membership meeting.

Jenny moved a sentence be removed regarding scheduling of Board meeting from Chapter 1, Article X, third paragraph. Remove sentence: “The first during the first quarter of the competition year, and the second during the third quarter of the competition year.”

The motion passed unanimously and must now be presented for final ratification at the General Membership meeting in August.

III. New Business

Mark moved we accept several changes to the rulebook. Allen moved we table the motion. The motion to table passed. This topic will be placed on the agenda for the next Board meeting.

Sam moved we drop 4 stroke classes for Enduros using the following rule changes: Chapter III general rules, C rider classifications Enduro, remove “4 stroke” from Classes A, B & C Under J, competition apparel and equipment, remove line “4 stroke A,B & C Enduro only.” Chapter IV Enduro rules B, classification of riders, change to: There are 12 rider divisions, eliminate “4 stroke” under classification of riders.

The motion passed.

Sam moved we make a rule change for Specialty Class promotions as follows: Chapter IV Enduro rules #7 Create H. under #7 and add line “specialty class riders must remain in the highest class attained using the ranking system for at least 2 racing seasons. A rider has the option to petition the competition committee to prove that he should not have been promoted.”

The motion passed.

Allen moved we adjourn for lunch at 12:30 PM. The motion passed.

The President called the meeting to order and determined a quorum was present at 1:15 PM.

Mike moved we accept the Hare Scrambles Competition Committee rule changes as published in the magazine regarding Minis as follows: "Pg. 16, Chapter VI, A, 6. Mini class motorcycles will be limited to 17" wheels. Super Mini class is limited to 19" wheels." Change to read; "Mini motorcycles manufactured with 17" front wheels may race in all Mini classes. All mini motorcycles manufactured with 19" front wheels are required to race in the Mini A class." Also; Pg.8, Chapter III, C.1. In the section titled "Hare Scrambles" the line, "Super Mini.....0-85cc 19" wheels......9 thru 14*" Change to read; "Mini A..............0-85cc 17 -19" wheels.....9 thru 14*" Also; Pg. 21, Chapter VIII, B.4. In the line, "Super-Mini, Mini B & C..........White......A,B,C" Change to read; "Mini A,B,C .... White .... A,B,C"

The motion passed unanimously.

Mike moved we accept the Hare Scrambles Competition Committee rule changes as published in the magazine regarding work run credits as follows: Pg. 19, Chapter VII, B.9. After the sentence, "Assistant Referees will receive the same credit as a worker." add the following, "Work Run credits will be applied to Overall Top 20 positions in addition to the class listed on the entry."

The motion passed unanimously.

Mike moved we accept the Hare Scrambles Competition Committee rule changes as published in the magazine regarding advancement points as follows: Chapter VII, C. 1. Replace the words, “The only exception to the above would be a case where 5 or fewer riders complete all of the laps in an event, then the advancement points shall be awarded as follows:” with “The only exception to the above would be a case where 5 or fewer riders compete in a class at an event, then the advancement points shall be awarded as follows:”

The motion passed unanimously.

Mike moved we accept the Hare Scrambles Competition Committee rule changes as published in the magazine regarding pit bike registration as follows: Pg.8, Chapter III, B.3. Add the following, "4. All pit vehicles, except regular competition vehicles, are required to have an officially designated registration decal. This decal will contain the FTR number of the vehicles responsible FTR member. This decal will be mounted on the front left corner of the vehicle in a readily observable spot."

Also, Pg.17, Chapter VI, A. 11. Add the following, "All pit vehicles, except competition vehicles, will have an officially designated pit vehicle registration decal mounted on the front left of the vehicle, see Chapter III, B.4." Also in Chapter VI, A.11. change the words "pit riding" in the first sentence to read, "pit racing".

The motion passed.

Mike moved we accept the Hare Scrambles Competition Committee rule changes as published in the magazine regarding quads tether chord/switch as follows: Pg.22, Chapter VIII. Change section E.(in its entirety) to F. and add, E. Hare Scrambles Quad Technical Requirements. 1. An operating tether chord/switch, attached to the rider, will be required for all competition Quads. 2.Quads must not exceed 50 inches in width. 3. Quads must display number plates, with the riders number, on the front and rear of the Quads. 4. From a dead engine start, Quad racers will be positioned on their Quads with both hands on top of their helmet. At the starters signal, they will start their Quads and ride. Also; Pg.16, Chapter VI 8. Delete all and replace with, "No will run a big bore kitted bike in a larger displavement class with the exception of Quads. Also; Pg.11, Chapter III, J.6. Add the following, "Hare Scrambles Quads may run oversize piston and cylinder bore combinations but must run in the class of that displacement." Also; Pg. 17, Chapter VI, C.

1. Add the following,
"From a dead engine start, Quad racers will be positioned on their Quads with both hands on the top of their helmet. At the starters signal, they will start their engines and ride."

The motion passed unanimously.

To read: All numbers must be a minimum of six (6) inches tall.

A proposal from the FTR Executive Director, Dan George, was sent to the Board of Directors for discussion about combining the job of FTR Scorekeepers and Executive Director positions. A financial analysis was completed by the FTR Treasurer showing how the costs would be covered with expected revenue from the new Quad series. Board members asked several questions about this new proposal and identified a number of the issues for the Executive Committee to address as they decide on this proposal.

Jack moves that we convene as the general sanction meeting. The motion passed.

The sanction dates for all four competition series were discussed and arranged by those present. The new schedule for next season will be posted on the website.

Randy moved we adjourn. The motion passed.
